None of this does anything to effect the right of the states to develop research and production and nuke energy for peaceful purpose. And they will get all sorts of assistance in doing just this, if they hold to allll the other rules.

Everyone will play the game appropriately. And any potential benefits from peaceful nuclear things will be also shared with the non-nuke countries.
