What is the procedure to pass a home signal at STOP within train order territory?

If a train becomes stopped at a home signal at a crossing station or loop the driver must:

- sound whistle and notify the train controller

- train controller will contact the station to determine if it is attended and if not ask the driver to ensure the points are set for the correct move, and authorize the driver to pass the signal at STOP

- train controller and driver must exchange names

- after passing the signal the driver must ensure all points are securely set in the correct position

If the train controller cannot be contacted the driver will secure the train and wait for the train overtime in section procedure.

What are the procedures to foul the running line inside the home arrival signal at an attended crossing station?

Fixed signals at attended train order crossing stations are kept at PROCEED unless it is necessary to place them to STOP to cross or terminate a train.

At attended crossing stations where fixed signals are provided and it is necessary to foul the main line inside the home arrival signals, the signaller must obtain permission from train controller to place the fixed signals to the STOP position.

The shunting movement may then be performed as instructed by the signaller.

What are the procedures to foul the running line outside the home arrival signal?

A train order must be issued to foul outside the home arrival signal at an attendance station or fouling point at an unattended crossing loop for station work.

- section must be clear and a train order not have been given for a train to approach from the opposite end of the section

- The previous train must be traveling away from the station and has proceeded to be on the location board 2000 m out

NOTE A train order must be issued for the movement. The single line must not be fouled during inclement weather or when a clear distinct view cannot be obtained.

The train controller will issue a train order to shunt to the location board, distant or repeating signal.

The train order must state the time of the shunt movement.

The driver or signaller must notify the train controller immediately the train has returned to the crossing station or loop.

By notifying the train controller that you have passed a location does not indicate that you have passed it complete, but will assist the train controller if they need to implement a train overtime in section procedure.

What are the methods used for ascertaining that the previous train has arrived complete and clear of the section?

The train controller must not issue a train order for a train to depart a location until it has been ascertained that the single line section is clear and that the previous train has arrived complete.

A train can be informed of arriving complete when:

- A roll by inspection has been done

- The signal let at an attended crossing or terminal station observes the train has arrived complete

- train being observed by closed circuit television unit

- when requested by the train controller the driver observes that their own train is complete

Drivers of all trains must advise the train controller when their trains are passing through Train order crossing stations or loops and block points.

What are the drivers duties after shunting at an an intermediate siding, secured by a master key?

After completing shunting it is the drivers duty to ensure that the points are set and secured for the mainline and that they are in possession of the master key.

The driver must obtain permission from the train controller before departing.

If the driver is unable to communicate with the train controller, the train may depart, but must continue to try to contact the train controller at every opportunity.

Want are the procedures when required to lock away and depart an intermediate master key locked siding?

Locking Away

When the train controller issues a train order for a movement to a siding, the train order must indicate whether the train is to lock away.

Once the train is locked away the driver must be in possession of the master key before notifying the train controller. After locking away a fresh train order must be obtained before the train is permitted to foul the main line.

Departing

While a drivers train is locked away they must carry out roll-by inspections if possible.

The train controller must not permit the train to depart the siding unless it has been ascertained that the passing train is complete.

Prior to departing the siding:

- The train controller must issue the driver with a train order

- Driver gives master key to competent worker to unlock, set and test the points for the train to depart the siding

- after the whole train, complete with end of train marker has cleared the points, the competent worker must ensure the points are set and secured for the mainline and return the master key to the driver

- after the driver is in possession of the master key, the train controller must be advised that the points are set and secured for the mainline and that they are in possession of the master key

What is the procedure should a complete failure of the radio after the train has departed and is proceeding towards an unattended location without telephone communication?

If the radio failure occurs after a train has entered a section and is authorized to travel to an unattended crossing station or loop when telephone communication is not available, the train controller may issue a train order to the signaller at the nearest station where communication is available.

The signaller must then arrange for the train order to be delivered by a competent worker to the train for which it was issued.

If more than one train is in train order territory only one train order may be issued at any one time.

What is the normal position of fixed signals at terminal and attended crossing station?

Terminal Train Order Stations

STOP except where it is necessary for them to be placed at PROCEED for a train to continue through the station.

At attended terminal stations with fixed signals the single line may be fouled inside the home signal without the issue of a train order and under the instructions of the signaler because it’s within station limits.

Attended Train Order Crossing Stations

Fixed signals at attended train order crossing stations are kept at PROCEED unless it is necessary to place them to STOP to cross or terminate a train.

When it is required to cross trains the train controller must instruct the Signaller to place the fixed signals to the STOP position.

These instructions must be given prior to the issue of the train order to the second train that is to approach the crossing station.

What other drivers duties should it be observed that the tail signal is missing from the rear of an opposing train while performing a cross?

If a driver observes that the tail signal is missing the driver of the opposing train and the train controller must be advised.

What if a train length exceeds the crossing station or loop?

When a train order has been issued for a train to proceed to but not through an unattended crossing station or loop and the train length exceeds the station or loop the train must not foul the section ahead until another train order has been issued.

The train must not be reported clear of the rear section until the rear of the train has been brought within the home arrival signal or in clear of a crossing loop.
