The formation of the second Reich |
The second Reich was created following the Prussian-Franco war in 1981 by Bishmark. We wanted to keep Prussian dominance. All German speaking nation were to unit (expect Austria). The Kiser was selected from the Prussian monarch, which in this case was Wiilhem 2nd. |

The Kiser was the chief commander of the army. He had the power to make forgin policy and could appointment and discount the Chancellor. |

The Chancellor was accountable to the Kiser and the government was accountable to the Chancellor. If the Reichstag passed a vote of no confidence the Chancellor could still remain - due to being accountable to the kiser. They formed the government |

The Reich stage was the lower house of the two and could proposal laws but needed the kiser approval. They could vote for and against legislation. |

The Reichstart was the upper house and could to propose legislation and was a checking system for the Reich stage. |

The bundersrat was the federal council and was made up of state representatives. They too had legislative powers. The kiser was President of the reichstart so could control the federal element of the state. The was universal suffrage for people of 25. |
