Germany, French and Belgian governments

What was it?

As Germany couldn't pay the reperations from the treaty of Versailles French and Belgian governments sent 60,000 troops to the Ruhr (Germanys main coal, Iron and steel production) with intentions to take all income from there industries. This worsened Germany's economic state.
