1. The Constitution was written as a document that the nation could alter and adapt to meet changing needs.

1. District courts- consider criminal civil cases that come under the federal, rather than state authority.
2. Appeals Courts- considers district court decisions in which the losing side has asked for a review of a verdict
3. Supreme courts- most cases come down from the lower court decisions. Only cases involving foreign ambassadors or disputes between states can begin in the Supreme court.
