What is the function of the application layer?

The application layer protocols defines the services the application layer softwares running on the computer need.

TCP/IP Transport Layer

The transport layer provides services to the application layer protocols and the two commonly used protocols are Transmission Control Protocol (TCP) and User Datagram Protocol (UDP).

Define Adjecent-layer and Same-layer interaction

Adjecent-layer interaction happens on the same computer when a lower layer provides service to an upper layer, a Same-layer interaction happens on different computers on an agreed-to set of rules defined by the protocols by each layer used in the header that is transmitted between the computers to communicate what each computer have to do. Header information added by a layer of the sending computer is processed by the same layer of the receiving computer.
