Federal, because when you are driving from state to state you may forget about some of the rules, like talking on the phone. But, if every state has the same rules, we will remember.

They both enforce laws, but federal controls the whole country and state just controls the state.

No because if we were a true democracy, Hillary woud be president. 2, our votes are not fully counted, it just matters on the electoral votes.
