What is a Foreign Policy?
how nations relate to each other - friendly, antagonistic or non-existent. It is the policy of one nation to another in relation to trade, mutual defense, etc.
What is an Alliance?
an agreement among two or more nations as to trade, defense, boundaries or terms of peace.
What does the President do?
negotiates the treaty, appoints ambassadors to the United States embassies in foreign countries, establish policies toward other nations, etc.

helps the President gather information and set foreign policy to a nation.
