All information shall be stored in compliance with NJSARS Policies and AG Guidelines.

Prohibited Uses

1. Officers shall strictly adhere to AG Directive 2005-1 (Racially-influenced policing)


2. NJSARS users shall not collect or maintain individual information with no nexus to terrorism or criminal activity related to terrorism


3. NJSARS users shall not collect or maintain information about political, religious or social views of any individual, group, corporation, business or other organization unless:


Has a potential nexus to terrorism or other criminal activity related to


Relates to conduct or activity indicating planning of an act of terrorism


4. NJSARS users shall not knowingly or intentionally receive, seek, accept or retain information from a source that used prohibited means.


5. NJSARS may be used only by authorized personnel for official purposes including criminal, civil and/or administrative investigations.

Suspicious Activity and Terrorism include:

Threats of violence in any form, any medium and from any source


A. Of hard targets (Government facilities, military bases, etc.)


B. Of soft targets (Schools, houses of worship, work places, shopping centers, transportation centers, public gatherings, etc.)

NJSARS monitoring and managing

NJOHSP shall be the lead authority

Quality control

CT Watch shall apply their experience and training to determine whether or not there is a nexus to terrorism.

Sharing and Dissemination

SARS shall be immediately shared with the FBI’s Joint Terrorism Task Force (JTTF) and CTCs.


• NJOHSP, FBI-JTTF and CTCs shall work together to determine;


1. How information is processed and shared beyond initial notification


2. Which agency shall handle the investigation
