On December 8, 1864, the Feast of the Immaculate Conception the Holy See under Pope Pius IX issued the Syllabus of Errors,

Accordingto the knowledge, competence, and prestige which they (the lay person) possess, they have theright and even at times the duty to manifest to the sacred pastors their opinion on matters which pertain to the good of the Church and to make their opinion known to the rest of the Christian faithful, without prejudice to the integrity of faith and morals, with reverence toward their pastors, and attentive to common advantage and the dignity of persons.

In cases of necessity where faith is in danger, every one is bound to proclaim his faith to others, either to give good example and encouragement to the rest of the faithful, or to check the attacks of unbelievers: but at other times it is not the duty of all the faithful to instruct others in the faith.
