Lord's Supper Matthew
Now as they were eating, Jesus took bread, and after blessing it broke it and gave it to the disciples, and said, “Take, eat; this is my body.” And he took a cup, and when he had given thanks he gave it to them, saying, “Drink of it, all of you, for this is my blood of the covenant, which is poured out for many for the forgiveness of sins." -Matt 26:26-28
Baptism command
Go therefore and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, -Matt 28:19
Need to fence table
Whoever, therefore, eats the bread or drinks the cup of the Lord in an unworthy manner will be guilty of profaning the body and blood of the Lord. Let a person examine himself, then, and so eat of the bread and drink of the cup. For anyone who eats and drinks without discerning the body eats and drinks judgment on himself. -1 Cor 11:27-29

To whom has Christ entrusted the authority to administer the sacraments
and why?
Baptism is not to be unnecessarily delayed; not to be administered, in any case, by any private person; but by a minister of Christ, called to be the steward of the mysteries of God. (BCO 56-1) Also, Romans 10:15. If Word &sacrament are tied together, as we believe
they are, then it follows that the sacraments, like the Word, must be administered by one who has been sent. See also Scriptures listed with WLC Q&A 158.
By analogy this would apply as well to the Lord’s Supper.
ESV 1 Corinthians 4:1…This is how one should regard us, as servants of Christ and stewards of the mysteries of God.
Private observance of the sacraments?
As elements of worship the sacraments should be practiced corporately rather than privately. Early church in Acts seems to regularly practice the sacraments corporately. Part of Paul's indictment of the Corinthians in 1 Cor 11:17ff is that they are not coming together and observing properly, implying the corporate element. Also, Christ instituted both sacraments corporately and as a charge to ministers.
Significance of baptism
Rom 6:4…We were buried therefore with him by baptism into death, in order that, just as Christ was raised from the dead by the glory of the Father, we too might walk in newness of life.
Gal 3:27…For as many of you as were baptized into Christ have put on Christ.

And I will establish my covenant between me and you and your offspring after you throughout their generations for an everlasting covenant, to be God to you and to your offspring after you...This is my covenant, which you shall keep, between me and you and your offspring after you: Every male among you shall be circumcised.

Rom 4:11-12
He received the sign of circumcision as a seal of the righteousness that he had by faith while he was still uncircumcised. The purpose was to make him the father of all who believe without being circumcised, so that righteousness would be counted to them as well, and to make him the father of the circumcised who are not merely circumcised but who also walk in the footsteps of the faith that our father Abraham had before he was circumcised.

What is fencing the table?
Fencing the table’ is an explanation of the benefits of the Lord’s Supper with a warning to those who are not in Christ, those who are in sin, or those who are under discipline that they are not to partake, lest they eat and drink judgment upon themselves. BCO 58-2 "The ignorant and scandalous are not to be admitted to the Lord's Supper."
