Define quarantine pest.
a pest of potential economic importance to the area endangered thereby and not yet present there, or present but not widely distributed and being officially controlled

Designed to meet the needs of incidents of any kind or size, be useable for routine or planned events such as conferences, as well as large complex emergency incidents, allow personnel from a variety of agenicies to meld rapidly into a common management structure, provide logistical and administrative support to ensure that operational staff can meet tactical objectives, be cost-effective avoiding duplication of efforts
