At first, the government went by the unofficial policy of salutary neglect, due to the difficulty of enforcing taxation and trade laws, so the colonists could levy their own taxes. However, when the large debt demanded a change in policy, the colonists considered it unfair that they were taxed by a government without any representation in Parliament.
