When is Staging implemented?
Staging is automatically implemented on all multiple alarms (structure, wildland...) or when deemed necessary by IC
Explain staging on a First Alarm.
First in company responds to the emergency and assumes IC, performs size-up and other activities as required . If fire or smoke showing, first alarm companies will take action as directed and coordinated by the IC.
If nothing showing, units position so immediate action can be taken and wait for orders from IC
This is equivalent to Level I staging in Blue Card
When a multiple alarm or Tier II or greater is called, what must the IC do?
The IC shall designate a staging area.
How will the staging area be identified?
The IC needs to designate the location and the identifier for the staging area.
The staging area will use a geographic identifier, usually the same as the command identifier, unless more than one staging area is set up, in which case a different geographic identifier will be used for each staging area
What should be considered in choosing the location of the staging area?
The staging area should be located so it does not interfere with the command post activities, allows for safe and effective movement of apparatus, is easily accessed, has room to park the anticipated number of apparatus, and if possible minimizes traffic impact.
Who is in charge of staging?
Staging Manager
Who is/assumes/becomes the Staging Manager?
The officer in charge of the first company arriving at the staging area will assume the position of Staging Manager. If units are assigned as soon as they arrive on scene, the first unit on scene and unassigned will end up as Staging Manager.
Who responds to Staging?
All units responding to a Tier II or greater alarm will respond to staging. Units will report "on scene at XXX Staging".
What are the duties of a Staging Manager?
-Report to and determine required resources from OPS or IC
-Check in companies
-Maintain a record of companies in staging
-Report the available resources (by Unit or Company) to the IC on the command channel
-Assign units as needed by IC
-Advise OPS or IC when reserves reach minimum
-Insure that units are parked in an orderly fashion to allow for an expeditious response from the staging area.
-Request additional resources through the IC or Operations.
-Stockpile tools and equipment as required/requested by IC or Operations
How is the Staging Manager identified?
Two orange cones on top of the apparatus.
If units from other jurisdictions respond to the incident/staging, what additional responsibilities does the Staging Manager have as regards communication?
The Staging Manager needs to be sure the units from other jurisdictions have radio communications with the IC. If necessary this may include the loan of handie-talkies for the duration of their assignment to the incident.
What information should the Staging Manager give to units as they are assigned?
-What the work assignment is
-Where the assignment is
-Who they are reporting to (supervisor/chief/division /group)
-What radio channel to use.
