Devereux wanted an aggressive foreign policy while Cecil wanted a maritime policy

1569/70 = Dudley plans to destroy Cecil bc he's jealous of his influence


1578 = question of whether to send military help to French protestants. Dudley wants this and wins - the Treaty of Nosuch


1579 = Cecil wants the marriage between Elizabeth and alencon but Dudley doesn't and again wins!
