Prime criteria

Do not require immediate pru attendance


Where it appears there is no imminent danger or potential for escalating violence


Is not domestic related


Does not involve an Emotionally Disturbed Person


Does not require a lengthy on-scene investigation


Where the suspect has left the scene and is unlikely to return, whether known or not known


Where no further investigation is warranted but an E-report is required for administrative purposes

09-11A can’t transfer to EMS

Remain on the line and create an event recording as much of the following information as possible


Exact location


Call back number


Extent/cause of injuries and/or medical situation


Direct a neighbouring call taker or a supervisor to notify TFS, entering their workstation # in the text of the event


Hot Shot the TPS dispatcher via the CAD interface

Communicable diseases

Only when the infected party has directly supplied this information


Use universal precautions

Confidential informants

Shall not be entered into the text

Emergency indicated on non-emergency lines

Shall be processed according to the established practice

Abusive callers

Determine if the call is an emergency or requires EMS and/or Fire


If the call is non-emergent nature, caution the caller advising them that the conversation is being recorded and their behaviour may constitute a criminal offence


If the call involves abusive/obscene language advise the caller if the language continues the line will be disconnected


If the abusive language persists or if the call is nuisance advise the caller that the line is being disconnected and disconnect


Create and file an event


Communications members shall report persistent nuisance callers to a communications supervisor

Use of the hot shot

A person at risk or a crime in progress


Upgrading an event to hot shot will not produce an audible tone


When a tone is required, a new priority 1 event will be created using the same location and appropriate event type with “hotshot” entered in the first line of text


Dispatchers must remain cognizant that not all priority 1 events will necessarily be accompanied by an audible tone
