Fieldworker Safety Precautions

(Supervisor Requirements)

Hazard Communication To Field Workers

(information provided & where workers can find this information)

  • copy of DPR pesticide safety leaflet - Pesticide Safety for Farmworkers (A9), must be completed by employer before posting
  • pesticide use records of pesticides applied to fields
  • MSDS for each pesticide applied
  • employees (or their representatives, including physicians) access to information asap (48 hrs)

Fieldworker Safety Training Subjects

(must be given a minimum of every 5 years)

  • routine decontamination & thorough washing after pesticide exposure
  • restricted-entry interval (REI) posting
  • where workers may encounter pesticides & their residues
  • routes of exposure: skin (dermal), mouth (oral), lungs (respiratory) & eyes (ocular)
  • pesticide hazards - chronic, acute, delayed effects & sensitization effects
  • common signs & symptoms of overexposure
  • first aid, decontamination, eye flushing & emergency medical attention
  • warnings about taking pesticides/pesticide containers home
  • hazard communication requirements
  • employee right to info about pesticides that have been used in their workplace

Treated Field

a field that has received a pesticide application for a period of 30 days + any REI. (Ex: field treated with with a pesticide that has a 3-day REI, it would be considered a treated field for 33 days.)

Who can provide fieldworker safety training?

  • certified applicator
  • biologist from CAC
  • UC farm advisor
  • licensed pest control advisor
  • registered professional forester
  • a person who has completed a DPR-approved training program
  • a person otherwise approved by DPR

Emergency Medical Care

  • employers provide name, address & phone of nearest medical facility (info must be on site)
  • if employee is suspected of being ill/injured due to pesticide use, employer must make sure employee is taken immediately to medical facility (cannot drive themselves)
  • copy of pesticide label should be brought to ER

Decontamination Facilities for Field Workers

  • employers must provide adequate water, soap & single-use towels for hand and face washing
  • provide water for emergency eye flushing
  • facility must be within 1/4 mile of nearest point of vehicular access
  • water provided must be potable & at a temperature that will not cause illness/injury

Restricted Entry Intervals (REIs)

(Fieldworker Exposure)

  • except in case of life-threatening emergencies employees are prohibited from entering a treated field before spray has dried/dust has settled - standard waiting period 24 hours
  • spray dried/dust settled standard, can vary depending upon label, found in DPR regs - in case of inconsistency between REI & DPR, follow REI

Reasons for Entering a Field During an REI

  • Pesticide Handling Activities (PPE required)
  • "No Contact" Activities (contact with treated soil, foliage, etc using closed cab)
  • Limited Contact Activities
  • Other, Specific Activities

Limited Contact with Treated Foliage

  • activities necessary & unforseen
  • REI is not for pesticide w/ oral notification and field positioning requirements
  • no inhalation exposure standards exceeded
  • exposure limited to the feet, legs below knees, hands & forearms
  • PPE is worn
  • time in the treated field doesn't exceed 8 hrs in a 24-hour period

Entering Field During REI - Other Specific Activities

  • four hours have passed since application
  • inhalation exposure does not exceed label/regulation standard
  • PPE is worn
  • time in treated field doesn't exceed 1 hr in 24-hour period

REI Adjustments

  • Organophosphate Tank Mix (2 pesticides)
  • No foliage
  • Rainfall or Irrigation
  • Low Rainfall Areas (increase)
  • Chemical Analyses

Organophosphate Tank Mix

(REI Adjustment - Sum)

  • mixture of two or more organophosphate pesticides is applied, the reentry interval is adding longest applicable re-entry + 50% of the next longest.
  • Ex: Pesticide A (24 day re-entry and Pesticide B (6 days) - A (100%) + B (50%) = 27 day re-entry

No Foliage

(REI Adjustment - Decrease)

  • no foliage on plant being treated -AND-
  • any cover crop or weed cover in treated area is not over 4", REI is reduced by 50%
  • Does not apply to label-specified REIs, only to regulation-required REIs

Rainfall or Irrigation

(REI Adjustment - Decrease)

  • CAC needs to grant prior approval
  • 2" of rainfall within 7 days
  • 2" of irrigation within 7 days
  • For trees at least 50 gallons applied at one time under pressure & distributed evenly

Low Rainfall Areas

(REI Adjustment - Increase)

  • Areas that average less than 25" of rain annually
  • CAC, with valid data that shows 25" standard was exceeded, would cause area to be exempt from required REI increase

Chemical Analyses

(REI Adjustment - Decrease)

may be reduced (or cancelled) if laboratory analysis reveals crop has no residue or residue levels are below level DPR considers hazardous

Field Posting

  • Required by Labeling - applies when access to field (within 1/4 mile) cannot be adequately controlled
  • REI Greater than 7 Days
  • Greenhouse Applications - when entrance cannot be adequately controlled

Warning Sign Requirements

  • must be posted at usual points of entry
  • if no easily identifiable entry points are identified signs posted at corners
  • if next to public ROW & is unfenced signs posted at each corner & at intervals of 600 ft or less

Field Posting - Specifics of Signage

  • warning sign must be legible for duration of REI
  • large enough to be legible 25 ft away
  • written in English & Spanish (3rd can be added)
  • must be posted before application begins
  • can't be posted unless application is scheduled within next 24 hrs
  • cannot be removed during REI
  • must be removed within 3 days after end of REI
