Functions of the EU

. Several functions (all inter-Iinked):. Customs Union - Open trade, no tariffs, but no members can make separate arrangements with external countries. Single Market - Free movement of goods, services, money, labour/people . Economic Union Centralised economic management/development, paid for by members, distributed according to need. Plus single currency (€). . Political Union Attempts to develop common foreign policy, plus external relations. Common policies on human, economic & social rights. . EnlargementSince end of the Cold War (1989) expansion into eastern Europe. 10 new members in 2004. Rom. & Bul. 2007. Croatia 2013.

The UK and the European Union: Institutions of the EU ' European Commission Civil Service of the EU. Non-elected officials. Role to develop/further the aims of the EU 0 Council of Ministers Reality a number of councils, each dealing with an aspect of EU activity (finance, agriculture, transport etc.). Ministers of elected domestic govts meet to agree legislation and ratify law. Legally sovereign body. O Council of the EU Heads of member state govts meet (norm twice yearly). Role to ratify important decisions/agree new treaties. Also legally sovereign. 0 European Parliament MEPs elected by member states. Most rep political parties (sit/vote in blocks). EP has veto power on appointments to Commission. Holds the Commission to account (Commission can amend/block legislation) 0 European Court of Justice Judges from member countries. Highest court of appeal in EU. Deals with disputes between member states + interprets EU law. Decisions are binding on all member states (higher law than domestic law).
