Population: has nothing directly to do with the existance of a state. But it's very ethical to have 0 people in a state....
Territory: recogized boundaries Sovereignty: *one that seperates from all lesser political units.* means not responsible for any other authority. Government: makes and enforces its public polices |

Direct: pure democracy,
- will of the people is translated into public policy directly by people (meetings) Indirect: representative democracy - small group chosen by the people act as representatives |

Authority held by the ruler.
