What is the civil service system?

The system created by civil services laws by which many appointments (about 90%) to the federal bureaucracy are made based on merit.

What is the patronage system?

The system where jobs, grants, or other special favors are given as rewards to friends and political allies for their support (see ‘spoils’ below).

What is the merit system?

System by which federal civil service jobs are made on the basis of performance on competitive examinations.

What is the spoils system?

The firing of public office holders of a defeated political party and their replacement with loyalists of the newly elected party (see ‘patronage’ above).

What is gerrymandering?

Legislative process through which the majority party in each state house tries to assure the maximum number of representatives from its political party can be elected to Congress through the redrawing of congressional district boundaries.

what is the Pendleton Act (also known as the Civil Service Reform Act of 1883)?

A law reducing patronage in favor of merit by creating the Civil Service Commission to administer a merit system. The act made appointments based on competitive examination. It also made it illegal for federal political appointees to be required to contribute to a particular political party.

What is a clientele agency?

An executive department directed by law to promote the interests of a specific segment or group in the US population (e.g., Department of Education).

What is a bureaucracy?

A set of complex hierarchical departments, agencies, commissions, and their staffs that exist to help a chief executive carry out his duty to enforce the law

Something dependent on something else; especially a territorial unit under the jurisdiction of a nation but not formally annexed by it.

What is an issue network?

The loose and informal relationship that exists among a large number of actors who work in broad policy areas.

What is a government corporation?

A business established by Congress to provide a function or service to people that private business will not because it loses money (e.g., Amtrak).

What is an executive order?

A ruler or regulation issued by the president that has the effect of law unless overturned by Congress or the Court.

What is an executive agreement?

An agreement between the President and the head of a foreign country used to get around the 'will of Congress'. Is only valid over the Executive Branch and bureaucracy; it can be overturned by Congress of the Court, or allowed to lapse.
