there is a required amount of signatures must be collected ( 5% for initiative and roughly 8% for a constitutional amendment.) *signatures have to be from eligible voters in the county where the petition is signed.

DOMA
Supreme court ruled against section 3 which banned the recognition of same sex marriage on the federal level, Senator Feinstein and Nadler proposed that any federal law with marital status as a factor will recognize marriage as long as it is valid in the state of residence.
Three strikes Law
Amendment to keep violent criminals off the streets after the murders of Kimber Reynolds and Poly Klass.
-25 yrs to life for third offense.
-Issue with incarceration of nonviolent offenses increased the number of people in the prison system.
Prop 36
3 strikes law amended in 2012 called for reduction of sentences for those felons whose third strike was nonviolent. This eliminated life sentences for nonviolent offenses.
AB 1266/Bathroom Law
Allowed transgender students in schools to be able to identify themselves as the gender of their choice and therefore use which ever gender bathroom they identified with.
High transaction costs
The framers of our constitution put these on reformers making it difficult to amend the constitution (didnt want quick change)
The flag burning case
texas v johnson struck down a texas law forbidding the destruction of the flag in favor of "symbolic speech"
Public opinion: against ^ feel they should protect flag (add respect for the flag measures to the constitution have garnered sufficient support in the house of reps 2/3 votes). Senate stalled--due to the fact that senate has more constituants to represent: the entire state.
-if it were to hurdle the senate 3/4-supermajority would need to vote to ratify. NOT LIKELY--house of reps tied to majority--senate--tied to the entire population

Term limits
Set limits for how many terms a legislator can serve; at both the State and Federal level. Put in place because of “status quo” bias, which favors policies and incumbents already in place and makes it difficult for reform. Term limits coerce cooperation once a majority decides they want change. 21 states impose term limits.
Prop 140
In 1990 prop passed with 52% approval which limited state reps to serve 6 years (3 terms) in assembly or 8 years (2 terms) in senate. Allowing 14 years of serving
Prop 28
reduces the total number of years a politician can serve in the CA legislature from 14 to 12 years.
