1. Virtue according to roles
2. The power to govern or rule (justly)
3. Desire for beautiful things and the power to acquire them.

those are only examples. He is looking for the element that binds the examples together. The essence they share.

it is too narrow because it leaves people out (slaves and chidren) it is too broad because some rulers are not virtuous (tyrant)

Do all people desire god or do some desire bad? Meno says yes but later MODIFIES. some people are ignorant to the fact that they are evil and desire good. Some desire bad but it will benefit. They don't want to bring harm. If virtue is obtaining goods it is the power to obtain.
