What are thresholds where permit coverage is required? |
- no threshold for federal or state agencies; if government entity wants to apply pesticides to: mosquito or insects, weed and algae, animal pests, and forest canopies over the water they must first apply for the PAG-15 General Permit Thresholds for private decision makers and local government bodies: - for mosquito/insect and forest canopy control: adulticide treatment over an area at least 6400 acres - for weed and algae control or animal control: treat at least 80 acres or 20 linear miles |

Yes. These entities must comply with terms and conditions of the general permit EXCEPT they don't have to submit reports |

What are the deadlines to apply for permit coverage? |
Decision makers who meet the threshold where a permit is required: at least 30 days before exceeding the threshold. Decision makers who will apply pesticides in response to a declared pest emergency: no later than 30 days after commencement of applications. (Authorized to discharge immediately) |

Upon receipt of an administrative completeness letter; if the application is directly to waters of the Commonwealth a joint permit is needed first |

Yes. They may include all anticipated use patterns on the same application that are eligible for coverage under the appropriate permit |

Yes. To reduce paperwork it is allowed |

What if part of a watershed is HQ/EV where spraying will occur, and the other part is not? |
You will need to submit an individual permit application to cover both portions of the watershed |

An amendment is not needed. However, reports including this information is encouraged. |

Using pesticides in agricultural crop production is not one of the requirements for these permits. |

Any substance applied for anything other than pest control does not need this permit. |

If the enzyme is intended to directly effect a target pest then yes. |

How will DEP coordinate permit reviews with PA Fish and Boat Commission? |
PFBC received permit applications, conducts a review, and forwards them to the DEP for additional review. The DEP: 1) identifies if the application has been submitted by a government entity subject to zero thresholds 2) identify whether it will exceed one of the treatment area thresholds 3) identify if there is a pending NPDES permit application at DEP already 4) if pending application is in house, staff will process the application as normal |

Who will conduct reviews of pesticide permit applications? |
DEP regional offices for treatment areas contained within the regional boundaries DEP central office for treatment areas that include more than one region & for government entities subject to zero thresholds |
