The aircraft shall be EOC coded "Z" and will remain in a down status until the applicable original repair is completed.

Yes. Deviations shall be approved by the Type Commander via the Type Wing.

What shall be done prior to final corrective action to original discrepancy of MEL deferred maintenance actions?

The MEL deferral procedures will need to be "restored". Document the specific steps taken to "restore" the aircraft to its normal, Pre-MEL, configuration in the "in-process" section of the original WO.
