The PL 94-142
The Education for All Handicapped Children Act. It states there must be free, appropriate, public education for everyone 3 to 21.
What law did the PL 94-142 establish and what did it do?
THe Preschool Incentive Grant Program was established which encourages but does not require states to serve 3-5 year olds with disabilities. LA has been praticing this since 1982.
P.L. 99-457
This law extended PL 94-142 and extended all rights and protections to children 3-5. It also reauthorized part H a voluntary program providing services to children birth through 2 years

How does LA involve therapist with different age groups?
0-3 the teacher is responsible and the therapist does an annual eval.
2-21 therapist does eval and treatment
PL 101-476 (IDEA)
This law was previously PL 99-457. Reagan was involved in this change in the law and it focused a lot on dropping labels
PL 105-17
in 97 Pres. Clinton signed the IDEA amendments into law.
The changes PL 105-17 emphasized
1) Parent participation
2) improved collaberative efforts
3) required states to provide services in a natural enviornments
4) Paraprofessionals and trained/supervised peraonnel can assist in the provision of early intervention
LA Act 377
Implements on a state level what PL99-457 (part h) does on federal level. It is a state law
WHat is the requirement for a child to recieve services under federal law.
they must have an established delay. It must be a documented delay in one or more of the following areas: cognitive, development, phys develop, commun develop, adaptive develop, or social-emo develop,. It can also be those who have a diagnosed condition that results in delay (CP, MR)
What is the criteria for eligibility of the La. Early Intervention programs?
Meet criteria A or B.
Concerning Criteria A of the La. Early intervention programs.
Established Medical Condition.
Examples: genetic disorders, sensory impairments, chronic or degenerative neurological and/or orthopedic conditions, certain neonatal hemorrhage or ongoing medically fragile conditions, psychiatric disturbances of infancy or childhood
Concerning Criteria B of the La. Early intervention programs.
Developmental Delay
Examples: children who are delayed in one or more ot the following areas: Cognition, communication, social-emotional, or adaptive
Any child who meets the criteria for eligibility for special services will have this plan written for them. It is a written document that includes goals and objectives for the child for ONE YEAR>
IEP (individualized Education Plan. It is written documentation for one year. Includes Teacher, OT, PT, Speech, Adaptive PE, Teacher, Family, etc.
At 16 this plan is written along with the regular IEP. Goals for prevoc and voc skills can be considered. It is important for this to be considered before reaching 21.
ITP (Individual Transition Plan).
Similar to IEP. Written annually by a multidisciplinary team and parents for infants birth through two years of age. It must address the needs of both the child and the family
IFSP (Individual Family Service Plan). Written Annually for needs of both the CHILD and the FAMILY

What are the 2 models used when seeing children for service in school systems
Medical Model - looks at the physical components
Educational Model- looks at the behavioral aspects and feels the child has simply not mastered a specific skill aquisition
A multidisciplinary team that includes all the people involved in assessing the child, such as: Teacher, Doctor, Psychologist, OT, PT, Speech Therapist, Adamptive P.E., Social Worker, etc.
IDT (Individual Diagnostic Team)
Whenever possible, the student should be with peers who are not disabled. If educationally relevant a child could receive related services along with an education, but this is NOT intended to be medically oriented.
LRE (Least Restrictive Environment)
which means to take these children out of institutions and put them into the mainstream of the educational process
Mainstreaming
This is similiar to mainstreaming. It means that the child with the special need stays in the classroom.
Inclusion
An educational trend for Special Education Teachers. Previously, they had specific degrees and could only work in a specific area. Now they are broadly educated to deal with a variety of problems which is similar to the ways OT's are already trained
Generic Special Education Training
What is the difference between inclusion and mainstreaming.
Inclusion- the child stays in the classroom and the teacher attends the class with them.
Mainstreaming- Putting the child out of the institution into the mainstream
