2) Identify and declare redevelopment areas, to plan for redevelopment, to implement regulations pertaining to redevelopment, and to implement redevelopment programs through acquisition and other means; 3) Acquire land or interest therein, including through the use of eminent domain and to issue debt and borrow funds to facilitate development. |
