If an EDP is armed or violent no attempt will be made to take the EDP into custody without specific direction from a supervisor

When UMOS believes a person is an EDP and must be taken into custody what should be done?

1. Upon arrival at scene, assess the situation.


A: If EDP action constitute immediate threat of serious physical injury or death to self or others- then do what u can to stop this! Deadly physical force only allowed as last resort!



B: If EDP action do not constitute an immediate threat of serious physical injury or death to self or others one must isolate and contain while maintaining a zone of safety until arrival of patrol supervisor and ESU. ( DO NOT TAKE INTO CUSTODY WITHOUT DIRECTION OF SUPERVISOR)



C: IF EDP IS unarmed NOT VIOLENT and willing to leave voluntarily take into custody without direction of supervisor.



2. Request ambulance and establish police lines



3. Request response of patrol supervisor if not responding


What are the duties of the patrol sup in regards to EDP if not armed not violent and willing to leave voluntarily?

1. If required verify if ESU is responding ( cancel if not)



2. Direct EDP be taken into custody if not violent not armed and willing to leave voluntarily

What are the duties of the patrol sup in regards to EDP if isolated and contained but NOT WILLING TO LEAVE VOLUNTARILY.

1. Establish firearm control


2. Deploy protective devices


3. ESTABLISH POLICE lines if not done by umos


4. Through communication division request hostage negotiation team



5. Notify desk officer THAT HNT has been notified



6. Through desk officer and request response of co/ duty captain



7. Request ESU TO HAVE THEIR SUPERVISOR RESPOND.



8. Request assistant of interpreter, subjects family and friends, LOCAL clergyman, PROMINENT LOCAL CITIZEN, any public or private agency deemed appropriate


Who do you wait for if EDP IS VIOLENT OR ARMED BUT ISOLATED AND CONTAINED and isn't any threat?

COMMANDING OFFICER/ DUTY CAPTAIN will authorize what action to take!

What does the desk officer do in terms of EDP PROCEDURE

1. Verify that co/ duty captain has been notified and is responding



2. Notify operations and patrol borough

When EDP has been restrained what should UMOS do?

1. Remove property that is dangerous and or can help in escape



2. Have person removed to hospital ( use hand cuffs if requested by physician Examinor) or if violent or resists



3. If unable to transport with reasonable restraint ambulance attendant or doctor will request special ambulance.



4. A female being transported should be accompanied by another female or adult member of intermediate family.



5. Ride in body of ambulance with patient



6. Enter details in activity log and do aided card

False! Can be transported by rmp to hospital under direction of supervisor if Ems taking to long!
