The Supreme Court has original and exclusive jurisdiction over cases and controversies between two or more states.

The Supreme Court has original and discretionary jurisdiction over cases and controversies that involve ambassadors, public ministers, or consuls; are between the United States and a state; or involve a state against aliens or citizens of another state.


Cases may be filed in lower federal Court or Supreme Court.

When the government treats two similarily situated groups differently based on classification - equal protection is being tested.

The law must be substantially related to a legitimate state interest.
