Both factors sought to control the governor's office. There was apparently a plan to alternate the governorship between the Creoles and the Americans. American legislators did not want to meet in New Orleans, center of Creole power. Americans tried to move the capital to West Florida, the American Stronghold. Creoles used French and Americans used English to insult one another.
