Annual/Personal leave days will be awarded as follows


  • Employees shall accrue annual/personal leave with pay as specified in the various employee contracts or salary and employment plans
  • Employees may use their annual/personal leave for any reason whenever they are eligible and authorized
Employees who are resigning are not eligible
to submit annual/personal leave requests beyond their last day physically at work
Employees who do not have sufficient leave days in reserve to cover their absences shall have their absences considered
Leave without Pay (LWOP), and the employee may be subject to counseling and/or discipline
Roll Call Supervisors are responsible for initiating LWOP requests
on a daily basis

Employees who fail to comply with the rules and regulations covering annual/personal leave
shall have their absences considered as Absent without Leave (AWOL) with no pay, and the employees may be subject to counseling and/or discipline
Vacations will be selected as specified in the various employee contracts or salary and employment plans

  • A request for leave for an extended vacation (five days or more) shall take precedence over an individual's request for one or two
  • Minimal vacation leave will be charged as specified in the various employee contracts or salary and employment plans
Unused annual personal leave is cumulative and may be carried over from year to year until
the maximum hours specified in respective employee contracts or salary and employment plans are reached
Cumulative leave time can only be taken as approved or designated
by the department, unit, Roll Call Supervisor, or Watch Commander
Personnel separated for any reason, including retirement, shall only be paid for accrued holidays
except the PLD, earned prior to the effective date of separation
Whenever possible, personnel shall be granted time off on holidays
however, when not possible, the use of accumulated holiday time will be granted at the discretion of supervisors

Holidays will not be taken prior to being accrued
on the officially recognized date of the holiday
Employees may pre-schedule their holiday leave via the Employee Information System (EIS)
utilizing accrued holidays or submitting a holiday request for a future observed holiday date
Sickness or Injury of an Employee (defined as follows)
A situation in which an illness or injury (not injured on duty) of an employee is such that it prevents the employee from reporting for work on a day for which he would otherwise work and be paid
Sick Leave will be taken as specified
in various employee contracts or salary and employment plans

Sick Leave shall be charged only against
an employee's regular workday
Sick Leave shall not be charged for absences on prearranged overtime work
unscheduled call-in overtime workdays, or holidays
The procedure for reporting sick is as follows

All employees sick to the extent that they are unable to report for duty as scheduled or reporting sick for one of the above interpretations shall report such sickness to their Roll Call Supervisor, Commanding Officer, or authorized representative
Employees shall furnish adequate explanation of their illnesses and the approximate amount of projected absence
from duty
If the explanation is documentation from a health care provider
it is to be forwarded to the Personnel Division’s medical section designee
After the initial notification documented by a health care provider
it is not necessary to report every day
However, if the absence goes beyond the period specified in the initial notification
additional notification(s) must be provided for each extension
ASick Leave requests will be initiated each day via the EIS, unless
the illness is extended past ten days, at which time the leave can be input in work cycle increments
It is the Roll Call Supervisors’ responsibility to ensure all forms of leave time
  • annual, holiday,
  • sick, leave without pay
  • family medical leave without pay
  • are correctly designated on the EIS Roll Call daily.
If requested/approved leave requests are incorrect
when reviewed on a daily basis, the Roll Call Supervisor is responsible for its correction
Upon the notification of an absence by an employee,
the Commanding Officer or his authorized representative will immediately initiate Leave Request via the EIS
Sick Leave requests will be initiated each day via the EIS, unless the illness is extended past ten days, at which time the leave can be input in work cycle increments

  • The employee will be shown on the Roll Call as taking Sick Leave
  • The Commanding Officer or an authorized representative shall use discretion in determining whether or not a visit is required to verify the circumstances of the absence
When completing supervisor initiated leave requests, employees shall not collect, enter, or disseminate information
in violation of the Health Insurance Portability and Accountability Act (HIPAA) about an employee’s medical condition
The procedures for charges against personal leave or reserve is as follows

  • Sick Leave shall be charged against accumulated Personal Leave for those employees under the Personal Leave Plan; and
  • When the word "day" is used in said Sick Leave Regulations, it shall be construed to mean a number of hours that constitutes a normal work day
Employees carried on the Roll Call as Sick Leave are expected to be found at their respective homes, physician's office, hospital or enroute to or from one of these locations
during their normal duty hours
They shall not go elsewhere without permission of their Commanding Officer
or authorized representatives

Patterns of possible Sick Leave abuse will be monitored by the employee’s supervisor or authorized representative and
corrective action taken if abuse is detected
Patterns of possible Sick Leave abuse include, but are not limited to
  • connecting Sick Leave with regular days off,
  • personal leave, holidays, or days off of a relative or associate
  • and/or using Sick Leave when other types of leave have previously been denied
