1 What are the four stages of the IFER management process
a. Stabilization – This is the initial response period. The objective of this stage is to take those actions which are immediately necessary to stabilize the emergency and provide a basis for further response.
b. Transition – The stage at which airspace and resource management functions commence. The operational system is reconfigured from normal operations to operating under emergency conditions. An IFER manager is appointed.
c. Ongoing management – The full resources of the reconfigured ATS system provide whatever ongoing assistance is required until the emergency is resolved.
d. Resolution – The IFER ends through one of three ways:
i. “normal” operations are resumed, or the aircraft lands safely
ii. The aircraft crashes or force-lands (or is suspected to have crashed or force landed), becoming a SAR action
iii. The IFER responsibility is handed over to another sector/ unit/ FIR.

a. Aviate – Unless you are a flying instructor or experienced pilot, that is you are qualified, advice on flying techniques should be avoided. The exception to this rule is when an inexperienced or disoriented pilot has lost control of the aircraft (e.g. VFR in IMC, day VFR at night) in which case advice listed in associated checklists can be given.
b. Navigate – Assign squawk code, Provide advice on suitable landing areas in close proximity and provide advice on weather in the area. The pilot’s preference should always be respected.
c. Communicate – Review frequency arrangements to ensure that communications will be maintained with the aircraft. Keep requests for information to a minimum. Be aware that you may not always receive a response to your transmissions. Transmissions should be made slowly and distinctly with each word being pronounced clearly.
