Who was Prince Zheng?

He was the head of the state of the Qin, and became the first Chinese ruler to claim the title of emperor. He took the name Qin Shihuangdi, which means "First Emporer of Qin".

What is the Mandate of Heaven?

According to this idea, Heaven chose a particular dynasty to rule. Chinese rulers based their right to govern on the mandate of heaven.
