The constitution of the United States is not the same document because the constitution is the laws of the United States. It protects citizens of the United States and states what they can and can’t do. However, the Declaration of Independence is the document that stated that the United States is its own nation from Britain. It includes all the complaints from the colonists towards the king.

Large states-
wanted to increase their influence in Congress
They supported the Virginia Plan which set the number of representatives in Congress by the number of people living in each state
Each representative in Congress would represent about the same number of people
This was called representation by population
It meant that states with larger populations would send more representatives to Congress
Small states-
The small states were afraid the large states would control them in Congress
The small states suggested the New Jersey plan instead

The large states felt that the plan was unfair to them because it might require 150 voters to elect one representative in a large state and only 50 voters to elect one representative in a small state.
The large states and the small states agreed to create a congress with two houses and the house of representatives and the senate.

Shay’s Rebellion- farmers are protesting because they can’t pay their mortgage on their farm due to taxing. Shay collects 1,200 farmers and they fight the state. Four rebels are killed and 14 were arrested.
