Lincoln's Reconstruction Plan

Grant pardon for everyone who takes oath of future allegiance.


When a state has 10% of voters take an oath, the state can reapply for admission.


No protection for free slaves, other than basic citizenship.

Wade-Davis bill

50% of each state needed to make an oath.


Voters could not have supported Confederacy.
