What was the lecturers wrt to Health and Safety ?

Worked for work safe and prosecuted people who breach any rules of any regulations.

Why do we need to worry about health and safety ?

The main reason is you have to be due to laws !!!


-No company wants any staff member injured or killed (loss of productivity and moral)


-Company reputation (law suites etc)


-Proactive duties

The new act

4th of April 2016. The stimulus was pike river and the Chch earthquakes. Almost equally as influential.


Aims to reduce workplace incidences by 25% by 2020 (careful with stats).


Shifts the 1992 focus from response to activite mitigation. Being proactive and identifying hazards of work places. Took ages to pass, first introduce in 2014, 4 years of writing. Came in 2016. Many industry comments and criticized.

Health and Safety Law

Safety - Not tripping up or having any accidents.


Health - Ocupational well-being, stress, mental health.


Equally important.

Stats of Health and Safety in NZ

Every year, 52 people die due to accidents.


600 - 900 die due to work related illness.


100s more people get injured.


$3.5 billion = social and economic cost of work related illness, injury and death.

Key Foundations of the Act

-Report of the royal commission October 2012 pike river miners incident. 2 years after incident,


-Report of independent task for of work place health and safety in April 2013.


-Working Safer August 2013.

Several common themes of the reports ?

-A lack of clear industry guidance from regulator


-Desire to review regulations in changing environments (w/consistency)


-Understandable by everyone


Need for increased collaborations between govt, regulator, inds stake holder and participants.

Royal Commission on the Pike River Tragedy

Nov 2010. Pike river prosecutions taken by the department of labour, Very complex.


Has a focus on the mining industry, but makes other broader comments on health and safety protocol.


Observations and recommendations of upper management. Management didn't know what they were doing, out of touch with the site.


Some of the miners had contraband in the mine, watches and lighters, some had turned off their methane measurements. Strategic management would resolve this. Resulted in urgent law changes. It was a clear catalyst.
