Admin decisions beyond the control of the training activity from higher authority. Considered attrition because it's a lost seat in training.
Examples include cancellation of class, rating or program conversion, incomplete training as requested by member's command or higher authority. |

Student's overall grade falls below minimum passing.
Student fails a retest after having recieved remediation on the same material. Performance is below expected academic progress. Fails any test on material previously learned after recieving an academic setback. |
