What are the recency of experience requirements to act as PIC in instrument conditions?

GPS databases are updated every 28 days.

Separate sign offs are required. (All the requirements of the flight review could be met in conjunction with an IPC however)
Do I have to be in the clouds to log "actual" instrument time.
Not necessarily... Actual instrument conditions can exist in certain non IMC situations (Flying over the ocean on a moonless night)

-Logbook entry should include reasons for determining that the flight was in "actual" conditions.
Can you legally use a cellular phone while airborne, if you've determined that it will not cause interference?
No, FCC rule 22.925 prohibits the use of cellular telephones in flight.
When are instrument pilots required to file an alternate airport?
1-2-3

1) For at least ONE hour either side of the ETA:
-Will the ceiling be at least TWO thousand feet?
-Will the visibility be at least THREE statute miles?

If the answer is NO (or if the intended destination doesn't have an instrument approach) you must file an alternate.

Forecast at the ETA: 600 ft ceiling - 2 sm visibility
