Identify this LOAC Principle:
Permits the application of only that degree of regulated force required for the partial or complete submission of the enemy with the least expenditure of life, time and physical resources. Limited to military objectives – any object which by its nature, location, purpose, or use makes an effective contribution to military action and whose total or partial destruction, capture, or neutralization offers a definite military advantage.

Identify this LOAC Principle:
Requirement to distinguish between military objectives and civilian objects – places of worship, schools, hospitals, and dwellings. Civilian objects lose protected status if determined to make an effective contribution to military action. If in doubt, assume civilian object is not used for military purposes. No intentional attacks on civilians or employment of methods or means which would cause excessive collateral civilian casualties. Defender has obligation to separate civilians and civilian objects from military targets.

Identify this LOAC Principle:
Military operation planners must take into consideration the extent of civilian destruction and probable casualties which will result and seek to avoid or minimize such casualties and destruction. Civilian losses must be proportionate to the military advantages sought. Does not apply to military facilities and forces, which are legitimate targets. Damages and casualties must be consistent with mission accomplishment and allowable risk to attacking force.

Prohibits the employment of any kind or degree of force not necessary for the purposes of war. Unlawful weapons – either prohibited by international law or those that cause unnecessary suffering – poisons, bullets that expand or flatten, fragmenting weapons, indiscriminate weapons (biological, bacteriological, not controllable, and chemical). Lawful – Incendiary, nuclear (unless it violates a treaty), shotguns and silencer, landmines. Unlawful use of lawful weapons – using rifles to shoot POWs, using a/c to strafe civilians, firing on shipwrecked mariners or downed aircrews.

Waging of war in accordance with well recognized formalities and courtesies. Permits lawful ruses: camouflage, false radio signals, mock troop movements, etc. Forbids treacherous acts (perfidy): Misuse of internationally-recognized symbols or status to take unfair advantage of the enemy – false surrender, AAA on hospitals.

NGOs are independent, diverse, flexible, grassroots- focused, primary relief providers. Because of their capability to respond quickly and effectively to crises, they can lessen the civil-military resources that a commander would otherwise have to devote to an operation.
