|
Identifying Hazards, Assessing Hazards, Making Risk Decisions, Implementing Controls, Supervising

Explain Identifying hazards
|
A hazard is any condition
with the potential to negatively impact mission accomplishment or cause injury, death, or property damage. If a hazard is not identified, it cannot be controlled. |
|
Explain assessing hazards
|
For each hazard identified,
determine the associated degree of risk in terms of probability and severity. The result of the risk assessment is a prioritized list of hazards, which ensures that controls are first identified for the most serious threat to mission or task accomplishment. |

Explain making risk decisions
|
identifying control options; determining the effect of these
controls on the hazard or risk; and, ultimately deciding how to proceed. |

Explain implementing controls
|
This
requires that the plan is clearly communicated to all the involved personnel, accountability is established, and necessary support is provided. |
|
Explain supervising
|
Supervise and review involves determining the effectiveness of risk controls throughout themission or task.
This involves three actions: monitoring the effectiveness of risk controls; determining the need for further assessment of all or a portion of the mission or task due to an unanticipated change; and capturing lessons learned, both positive and negative. |

What are the three levels of ORM
|
The in-depth level refers to situations when
time is not a limiting factor and the right answer is required for a successful mission or task. The deliberate level refers to situations when there is ample time to apply the RM process to the detailed planning of a mission or task. The time critical level is best described as being at the point of commencing or during execution of a mission or task. At this level there is little or no time to make a plan. |

Explain the fuction of the safety councils and committees
|
Safety councils shall be established at all Navy regions, as well as at activities that provide
their own safety support. At the region level, the Program Manager responsible for Safety shall chair the council; at the activity level, the CO, XO or equivalent shall chair the council. Activities that are primarily administrative in nature, or have fewer than 100 employees, are not required to establish formal safety council. |

Discuss the purpose of a mishap investigation and who's responsible for conduction the investigation.

The purpose is to find the cause of a mishap. The safety officer conducts the investigations. Everyone is a safety observer

Explain the responsibilites of all unit personnel as applied to safety
|
All personnel must obey safety regulations and must report hazards/mishaps immedietly to their chain of command (CoC)

Explain the maintenance and use of Personal Protective Equipment and why it is necessary
|
This method of hazard control is least preferred because personal protective
devices may reduce a worker's efficiency and protective equipment may not be fully effective in control of exposures, particularly if not selected, maintained or used properly. |

tools and equipment to enhance worker performance, safety, and health. Ergonomics is essentially fitting the workplace to the worker. |
