What is a GAL ?
Global Address List (GAL).

Lists all mail-enabled objects in Active Directory (AD).

It can include users, contacts, groups, public folders, and resources.
Unlike a distribution group, you cannot mail-enable an address list.
Unlike a distribution group, you cannot mail-enable an address list.
How do users get access to more than one GAL?
# Clients first have access to the GAL they have permissions to.

# If clients have permissions to more than one GAL, they receive access to the GAL for which they are members.

# If clients have permissions to and are members of more than one GAL, the largest of the GALs is made available.
Giving permissions for an additional GAL ?
To give a set of users permissions for an additional GAL, all the users must be in the same security group.

You need to remove their permissions for the default GAL because it will be the largest and they will be members of it. You then assign the users permission for the additional GAL using the ADSIEdit utility.
Active Directory® Service Interfaces Editor (ADSI Edit) ?
Active Directory® Service Interfaces Editor (ADSI Edit) is a Lightweight Directory Access Protocol (LDAP) editor that you can use to manage objects and attributes in Active Directory.

ADSI Edit (adsiedit.msc) provides a view of every object and attribute in an Active Directory forest. You can use ADSI Edit to query, view, and edit attributes that are not exposed through other Active Directory Microsoft Management Console (MMC) snap-ins: Active Directory Users and Computers, Active Directory Sites and Services, Active Directory Domains and Trusts, and Active Directory Schema.
