Federalism
A system of government in which power is divided between a central authority and constituent political units
Supremacy Clause
Law that relates to the constitution, as a permanent system of political and juridical government, as distinguished from statutory and common law, which relate to matters subordinate to such constitution.
Necessary and Proper Clause
Grants Congress the powers that are implied in the Constitution, but that are not explicitly stated (Article 1, Section 18, Clause 18)
Full Faith and Credit Clause
Provides that the various states must recognize legislative acts, public records, and judicial decisions of the other states within the United States (Article IV, Section 1, of the U.S. Constitution)
Comity Clause/Privileges and Immunity Clause
Prevents a state from treating citizens of other states in a discriminatory manner (Article IV, Section 1, Clause 1)
Establishment Clause
Prohibits laws dealing with the establishment of religion.
Free Exercise Clause
Protects the exercise of religious freedom

Implicit/Implied Powers
Implied powers are the powers that the government, though not granted directly in writing, can claim because they are hinted at within constitutional law.
Concurrent Powers
A political power exercised independently in the same field of legislation by both federal and state governments
Reserved Powers
A political power reserved by a constitution to the exclusive jurisdiction of a specified political authority
Grant-In-Aid
A transfer of money from the federal government to a state government, local government or individual person for the purposes of funding a specific project or program.
Block grant
A consolidated grant of federal funds, formerly allocated for specific programs, that a state or local government may use at its discretion for such programs as education or urban development.
Unfunded Mandate
A requirement set forth by a governing agency that does not provide any type of funding to facilitate the requirement.
