Define federalism.

Government powers are divided between a central government and regional or sub-divisional governments.

Three different types of federalism

Dual, cooperative, and progressive.

What is dual federalism? Example.

State and national gov are more or less equals with each level of gov having separate and distinct functions and responsibilities.



Example: Each state sets it's own appropriate speed limits.

What is cooperative federalism?

National and state governments are complimentary parts of a single governmental mechanisim. Every level of government is involved in implementing a policy.



Ex: medicare, medicaid, and job corps. In the example of job corps, it is run by the federal government but paid for by the state.

What is progressive federalism? Example

National government sets the standard then states accept, challenge, or surpass the standard.



Ex: minimum wage.

Which type of federalism is most applicable in today's government? Example.

Progressive federalism. CA trying to reduce smog emissions with smog checks.

Which type of federalism would you like to see being implemented and why? Example.

Progressive. Because change on a federal level can be difficult and take a long time. Allowing states to go above and beyond federal standards can speed up the process by allowing for case studies on purposed issues. CA smog checks.

How do governments make money?

With taxes.

What is grant in aid?

The process of of taxes being collected by one level of government and spent by another.

Define two types of grant in aid used by the federal government w/example.

Categorical grant - targeted for a specific purpose as defined by federal law (helmet law)



Block grant - given for a broad area such as criminal justice or mental health programs. (Prisons)

If you were a state senator which type of grant in aid would you prefer and why.

I would prefer a block grant. Too many variables state to state that the flexibility of block grants become more attractive.
