Discuss the concept of ORM

ORM is a decision making tool used by personnel at all levels to manage risks.

Minimizes risks to acceptable levels.

Explain the 5 steps of ORM

Identify hazards

Assess hazards

Make risk decisions

Implement controls

Supervise

State the instruction that governs safety and mishap reporting

OPNAVINST 5102.1D

Define hazard severity and discuss the 4 categories of hazard severity

An assessment of the potential consequences that can occur as a result of a hazard.

I - may cause death/grave damage to national interest

II - may cause severe injury, illness, or property damage

III - may cause minor injury, illness, or property damage

IV - present minimal threat

Define mishap probability and describe the 4 subcategories of mishap probability

assessment of the likelihood that a potential consequence may occur as a result of a hazard

A - Likely to occur, immediately or within a short period of time

B - Probably will occur in time

C - May occur in time

D - Unlikely to occur

Define RAC and list the 5 RAC's

Risk Assessment Code

1 - Critical

2 - Serious

3 - Moderate

4 - Minor

5 - Negligible

Discuss the timeliness and means for filling out mishap investigation reports.

All must be reported within 30 days

units with internet submit via WESS or WESS-DS

units without internet submit via naval message

Class A mishaps must be reported by phone or electronic means within 8 hours

Name the 4 required mishap reportable items

- Class A, B, and C government property damage mishaps

- Class A, B, and C on-duty civilian mishaps or military on or off duty mishaps

- Any other work-related mishap that required treatment beyond basic first aid, or involved loss of work days

- Other incidents of interest to the Navy, for mishap prevention purposes

State the purpose of a HAZREP message

is intended to be submitted when the elimination and control of a given hazard has community-wide implication in reducing mishaps.

State the three objectives of first aid

Safe life

Prevent further injury

Prevent or limit infection

State the three methods of controlling bleeding

Direct pressure

indirect pressure

Tourniquet

Identify the 11 pressure points

Jaw Groin

Temple Upper thigh

Neck Knee

Collar Ankle

Inner upper arm

Inner elbow

Wrist

Describe symptoms and treatment for shock

Vacant/lackluster eyes, shallow/irregular breathing, cold/pale skin, nausea, weak/absent pulse

Keep laying down and warm, reassure, place on back, raise feet 12 above head, give water sparingly, unless they are a burn victim

State the difference between open and closed fracture

A closed "simple" fracture is one which the skin remains intact. A open "compound" fracture is on in which the bone protrudes from the skin.

Describe the procedures necessary for electrical shock

Personal rescue - turn off current or remove person from circuit with non-conductive material

Treatment - administer artificial ventilation, if shock caused breathing to stop, check victim's pulse, in no pulse do CPR, get victim to medical facility, treat burns as normal burns

Describe methods for clearing an obstructed airway

Standing abdominal thrust

Reclining abdominal thrust

Standing chest thrust

Reclining chest thrust

Describe the effects and treatment of hypothermia

Hypothermia occurs when your body is exposed to subnormal temperatures

Shivering, Clumsiness

Slurred speech, Confusion, Drowsiness

To overcome hypothermia, minimize heat lose from head, neck, sides, and groin. Get as much of the body out of water. Huddle close to other people, do not move about, stay calm

Describe the effects and treatment of frostbite

-Frostbite occurs when ice crystals for in the skin. Affected parts of the body turn stiff, pale, and numb.

-To prevent keep warm, to treat place in contact with warm part of body, over or put inside clothing, do not rub the area (could result in damage to skin), once inside place in warm water

Describe the effects and treatment of heat stress

Heat stress is when the body is overheated and can lead to heat exhaustion or stroke

concentrate. muscle cramps. heat rash. severe thirst - a late symptom of heat stress.

fainting.

Describe the effects and treatment of heat exhaustion

Happens when the body is overheated and sweating but has not had enough water intake

-Symptoms - sweatiness, weak, tired, nausea, normal to sub-normal temp, pale clammy skin, pupils dilated

-Treatment - get in cool place, hydration, cool wet cloths on head, groin, and ankles

Describe the effects and treatment of heat stroke

Occurs when the body can no longer regulate the core temperature

Symptoms - no sweat, hot dry skin, pupils constricted, high body temp, mental confusion, fainting seizures

Treatment - call 911, move to cool area, soak in cool water, place cold packs around shoulders and neck, maintain airway

Define the following:

HERO
HERP
HERF

Hazards of Electromagnetic Radiation to Ordnance

Hazards of Electromagnetic Radiation to Personnel

Hazards of Electromagnetic Radiation to Fuel

Define HAZMAT

Hazardous materials that need special handling

Discuss how to store HAZMAT

Stored in approved containers and properly labeled.

Describe potential risks of improperly labeled and stored HAZMAT

Improperly using hazardous materials due to improperly labeled storage containers can cause injury or death

Describe what an MSDS is and the information it provides

Material safety data sheets - provide people with the proper procedures for handling or working with a particular substance.

Information includes - physical data, toxicity, health effects, first aid, reactivity, storage, disposal, protective equipment, and spill/leak procedures.

General characteristics of 7 types of PPE

FFRESHH

Foot protection - boots

Face protections - face shield

Respirators - air-purifying or air-supplied

Eye protection - googles

Skin protection - rubber aprons

Hearing protection - ear muffs

Hand protection - gloves

State the goal of the U.S. Navy's hearing conservation program

The goal of the hearing conservation program is to prevent occupational hearing loss and assure auditory fitness for all Navy personnel
