It is the policy of this organization that no employee of, or applicant to, the Jacksonville Sheriff's Office (JSO)
is to be discriminated against on the basis of race, color, sex, political affiliation, religion, national origin, age, handicap or marital status
All employees are entitled to work in an environment free
of offensive or disparaging conduct
Therefore, it is the policy of this department to strictly prohibit
any conduct by its employees which defames or demeans the nationality, culture, color, creed, belief, or sex of any person
Specifically, employees shall not

  • 1. Use coarse, profane or insulting language, nor shall they speak disparagingly nor make or tell jokes about the race, sex, religion,;
  • 2. Participate in any practical joke which could adversely affect the physical or mental well-being
  • 3. Behave in any other manner that substantially interferes with any individual departmental employee's work performance
It is the policy of this organization to encourage those who think they may be victims of discrimination
or harassment to report such incidents
JSO has a zero tolerance policy for all forms of sexual abuse and sexual harassment
of any inmates and is committed to upholding the Eighth Amendment Rights of inmates as required by the Prison Rape Elimination Act of 2003 (PREA) and Florida State Statute
A sexual act of any kind between staff (including contractors and volunteers
and an inmate is considered sexual abuse is against the law, and therefore strictly prohibited
All allegations of sexual abuse, sexual threats and retaliation concerning an incident of sexual abuse will be thoroughly
investigated and shall be subject to administrative and/or criminal prosecution
Discrimination is a difference in treatment based
on race, color, religion, sex, ancestry, national origin, place of birth, age, or handicap
In accordance with Equal Employment Opportunity Commission (EEOC) Guidelines, harassment on the basis of sex
is a violation of Section 703 of Title VII of the Civil Rights Act of 1964
Examples of sexual harassment include

1. Suggestive or obscene letters, notes and invitations;
2. Derogatory comments, slurs, or jokes;
3. Assault, touching, impeding, or blocking movements;
4. Leering, sexually-oriented gestures or display of sexually suggestive or derogatory objects
5. Threat or insinuation that lack of sexual favors will result in reprisal, withholding support for appointments, promotion or transfer
There shall be no harassment of, or retaliation against
any person who files or proposes to file, a complaint.
Personnel found to have violated this policy shall be subject to appropriate disciplinary action
