1. A great success - Elizabeth I Managed to raise money in many different ways.
2.Sold royal land and property and sold "monopolies" which gave special trading rights to those who paid a lot of money.
3. Clever innovative policy that meant she had enough money.
1. Elizabeth used "monopolies" unfairly - the merchants paid her for them kept putting the prices up. People felt they were being taxed unfairly.
2. Elizabeth risked her popularity and eventually changed her policy, abandoning some of the monopolies.

1. Elizabeth's new law was nothing new- many people felt it wasn't harsh enough.
