It is illegal to to use a hand held cell phone (or mobile electronic, ie iPod) while driving. It is illegal for 16 and 17 year old drivers to operate ANY cell phone (hand held or hands free) while driving, unless it is for emergency purposes.
What is the punishment for a cell phone violation in the state of CT?
If the driver is under 18, they will be charged with a moving violation and their license may be suspended and they may be required to take a road safety class.

Your hands should be opposite each other on the steering wheel. Your left hand should be between 8 and 10 o'clock and your right hand should be between 2 and 4 o'clock. This lets you make turns at high speeds without taking your hands of the wheel.
When should the Hand-Over-Hand technique be used?
When turning sharp corners.
When should the Push/Pull technique be used?
When turning so that your hands do no cross on the wheel.
What is the Push/Pull technique?
Push one hand to the 12 oʼclock position letting the wheel slide through the other hand. Bring that
hand to the 1 or 11 oʼclock position and then pull down. The other hand slides back to the original starting position.
Continue as necessary until the process is complete. If this is done correctly, the two hands will never cross and will
remain on the wheel at all times.
How many seconds does a good driver look ahead?
12 seconds. In the city, this is one block. On the highway this is four city blocks or a quarter of a mile.
How do you figure out how far ahead you are looking?
1. Find a non-moving object (a sign, a telephone pole, etc.) near the road about as far ahead as you are looking.
2. Start counting “one-one-thousand, two-one-thousand, three-one-thousand,” etc. until you reach the object.
3. The number of seconds you have counted is the number of seconds ahead that you were looking.
Who has the right-of-way in an intersection?
All oncoming traffic.
What should you do if you approach an intersection and will be turning left?
Stop at the intersection and observe the flow of traffic. Let all oncoming traffic pass before turning, and make sure to check of pedestrians as well.
