no, they may not render opinions merely answering hypotheticals by exec or legislative branches.
Ripeness
Hear too early; A P must allege real harm or a threat of imminent harm. Generally a case is not ripe where significant events which are necessary to sharpen the issues have not yet occurred
Mootness
Hear too late; must be an actual live controversy at all stages of the litigation, including on appeal; ask if judge can fix it
A case is no moot if:
injury personal but bc of nature will evade review (prego woman- abortion); class action and at least 1 member has issue; appears moot but remain nonfrivolous claims for monetary damage; or D ceased but is free to return to it
