Weaknesses of the AOC
couldn't tax citizens, regulate commerce, or enforce/make treaties. only had one vote per state, needed a unanimous vote for amending. didn't have a court system or executive in charge.
Constitutional Convention
"for the sole and express purpose of revising the AOC". They needed a national govt, to gaurd the abuse of power.
New Jersey Plan
one house, with one vote per state (William Paterson)
Virginia Plan
bicameral legislative branch, each based on population
Slavery Issues
they didn't know whether the count the slaves in the population or not. the south wanted them counted as they considered them property, the northern states didn't want to give the south more votes. The compromise was to count 3/5 of the slave pop.
Features of the Constitution
preamble to state what they are doing. 7 articles containing the setup of the government. 27 amendments to change the rules in the constitution.
Goals of the Constitution
to put the country back together again and prove to the British that they could survive on their own. They needed to fix the problems created in the AOC.
Anti Federalists
they disliked the constitution and wanted a bill of rights to include basic rights as an amendment
Federalists
the wanted to ratify the constitution, but didn't feel it necessary to make a bill of rights becuase they thought the govt was set up to protect those rights. They wrote the Federalist Papers
Ratification
take place thru conventions in state. needed a 9/13 vote. there were a lot of people against ratification
Bill of Rights
anti federalist felt it was needed to lay out basic rights, as they feared an all powerful govt. the federalists felt there was no need, that it was already implied.
