this process needs to start early & should be designed at the same time as the health program planning process

Strategic Health Planning

involves matching client health needs & client and provider strenghts and competencies, with available resources

Operational Health Planning

used on a smaller scale and starts with a specific objective in relation to program planning

Program Logic Model (PLM)

a communication tool that depicts the process and components of planning in diagrammatic form



clarifies logical linkages of program inputs, outputs, and outcomes related to a specific health concern or situation

PRECEDE-PROCEED model

complex but comprehensive planning model


PRECEDE- set directions & objectives (phase 1-5)


PROCEED- address the need for health promotion interventions and approaches used to change unhealthy behaviours

PRECEDE-PROCEED model two assumptions

1. health and health risk are caused by multiple factors


2. efforts to effect behavioural, environmental, and social change must be mulitdimensional or multisectoral and participatory (audience is involved in the model)

Assessment of client health concern


- identify target population & involve them in designing the program


-the interdisciplinary planning team must verify that a health concern exists


-health education may be necessary to alert the population to the health concern


Determine the size and location of the population

Identification and formulation of goals and objectives


- goals: broad statements that identify the main puprose for health program


- objectives: specific measurable statements that identify the steps planned to reach the overall program goal; several objectives (short term, intermediate, long term)


objectives can be developed using SMART


-specific, measurable, achievable, realistic, time framed

identify activities for alternatives:


-working with the client consider the possibility of solving a health concern using the various solutions identified


- for each alternative, list the resources required to implement each activity


Approaches:


-biomedical (illness, medical interventions)


-socioenviromental (lifestyle, coping skills)


-behavioral (correcting behaviour-quit smoking

steps for evaluating public health programs

-focus on determining exactly what needs to be known about the health program


- choose suitable strategies to answer the evaluation questions


-design or revise data collection tools


-collect & analyze the data


-make decisions about the health program based on response to the evaluation questions

1. Client response: written survey, attitude scale, intervievs, observations

1. Relevance: the need for the program


2. Adequacy: the extend to which the program addresses the entire problem defined in the needs assessment

Levels of Prevention

Primary- plan to make public businesses smoke free to prevent second-hand smoke

Tertiary- evaluate the incidence of cancer, respiratory illness after the implementation of non-smoking program
