Dwight D Eisenhower
Eisenhower-hero of WWII, Cold war issue in 1952 election, not really identified as either party, both parties liked him, but ran republican
Creation of NATO is when the Cold War became militarized
Secretary of State: John F. Dulles and Eisenhower create polices of Cold War
Policies of Cold War
1. Liberation: driving communism out of Eastern Europe, twist on policy of Containment
2. Massive Retaliation: any communist aggression could be met with massive retaliation (Nuclear)
3. New look: a new look for the military, emphasis on atomic weapons. Air Force will get more emphasis and more money. Suggests a decrease in conventional forces.
4. Brinkmanship: Concept “you never back down in a crisis, even if it means to go to the brink of war
5. Falling Domino Principle: belief that if one country falls to communism, others will too.
Eisenhower Doctrine
Eisenhower Doctrine: targeted the middle east, if they wanted assistance against communism, just ask US for help.

Nikita Khrushev- Stalin’s successor, both leaders spend billions into arsenals
US- emphasized the building of planes for atomic use
Soviet- emphasized missile construction
Geneva Convention
1955- Warsaw pact: Eastern Europes version of NATO
Geneva Convention: 1955 called to ease tension, looked for arms limitation agreement. US, Soviet, England, and France were represented.
Eisenhower proposes the Open Skies Proposal: both sides would be permitted to fly over other countries military installation and take pictures.
Krushev proposed that representatives from both sides would be given tours of countries military installations
Nothing was achieved at the Geneva Convention
Sputnik
1957: Soviet Union takes technological lead. Aug-launched first ICBM missile, direct result of missile program, October-soviet launched Sputnik, a man made missile that orbited the earth. Another direct result of the missile program.
1958- congress passed NDEA, which provided federal support for education (areas in science and math), and created NASA to run and operate US space program
U-2
U-2: spy plane, uses this to fly over the soviet union, undetectable, flys at high issues
May 1960: U-2 was shot down over the Soviet, Gary Powers. Powere parachuted to the ground and was captured. NASA told everyone it was a research plane, reason they lied was because they thought the plane and pilot wouldn’t be found. Krushev destroyed that story, govt. gets caught lying.
Eisenhower comes clean and says “we have to do this to prevent another pearl harbor.”
Power convicted, but released in 1962 through prisoner exchange.
